Service status

Uptime is measured by a separate prober, not by the API itself. A service cannot measure its own availability: if it is down it records nothing, so an outage looks identical to a quiet hour. Latency and error rate below come from inside the API; availability comes from an independent Worker on its own schedule and storage.
